Now to me that looks like emerging Japanese knotweed, which is so invasive here that it's illegal to spread it.

Do you pick it for culinary use?

We've candied it in the past and dipped it in chocolate. Quite palatable, yes! It is quite distinctive, shiny bright green leaves, always heart-shaped, and never grows more than about 15 cm off the ground. It spreads by runners. They and the roots are the most flavourful.
